Case in point that if an adult child (over 18) is injured and incapacitated, medical information will only be provided to individuals that are name as health care agents. A recent example was of a college student was transported to a health care facility but the facility cannot release information without proper authorization (proxy) even though the college health care center had permission to release information, the healthcare center did not.
